This role is responsible for managing, developing and implementing a system of programs and resources that create efficiencies and add value to Local Education Agencies (LEAs) and other education stakeholders, enabling them to focus less on administrating operational processes and more on improving student performance outcome. Programs include, but are not limited to, supporting schools through oversight of the School Nutrition Program; Statewide Pupil Transportation Program; the E Rate program; analysis of the statewide uniform chart of accounts (UCOA) to determine and report comparative spending among local education agencies (LEAs); and federal expenditure reporting to the federal government.

TITLE: DIRECTOR OFFICE OF STATEWIDE EFFICIENCIES

ORGANIZATIONAL CENTER: The position reports directly to the Chief of Fiscal Operations

GENERAL STATEMENT OF DUTIES: The incumbent is responsible for managing, developing, and implementing a system of programs and resources that adds efficiencies and value to Local Education Agencies and other education stakeholders, enabling them to focus less on administrating operational processes and more on improving student performance outcome. These programs and resources include but are not limited to supporting schools through the: School Nutrition Program, Pupil Transportation, the E Rate program and managing the statewide uniform chart of accounts (UCOA). UCOA related work also includes providing data for various departmental components such as local ed agency indirect cost rate, funding formula, various per pupil rates, fiscal information used by federal programs, and analyzing the UCOA data to determine and report comparative spending among local education agencies (LEAs).

LEADERSHIP, MANAGEMENT AND COLLABORATION: The functions of leadership, management and collaboration are to be integrated to achieve both product and process objectives. Teamwork and mutually supportive methods are ascribed as successful outcomes and are necessary for providing high quality service and achieving high standards of performance. Work must be conducted in ways that include and involve those who have a stake in the outcome and must ensure that issues related to equity and special needs are addressed in a comprehensive fashion to achieve high performance standards and successful outcomes. Must work in collaboration with other team members to support the Department's strategic plan priorities, including extensive work with cross-functional teams and community stakeholders.

SUPERVISION RECEIVED: Works in cooperation with departmental colleagues with considerable latitude for the exercise of initiative development and independent judgment; Work is reviewed in process, as necessary, and upon completion for achievement of desired results. Director is subject to an annual performance assessment.

SUPERVISION EXERCISED: Facilitates, directs, coordinates and assesses the work of professional, technical, and support staff. Work is reviewed in process, as necessary, and upon completion for achievement of desired results and on collaborative processes used in achieving results.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED AND ESSENTIAL FUNCTIONS:

Supports schools and districts by providing relevant research and data analysis in the development and ongoing implementation of statewide efficiencies, to consolidate and/or regionalize services, to reduce expenditures on goods and supplies, and to alleviate certain administrative burdens on the LEAs, allowing the LEAs to concentrate on other educational services, such as improving student achievement and performance.

Responsible for federal expenditure reporting to the federal government as well as for investigating the consolidation and sharing of services among LEAs for efficiency purposes.

Oversees all of the Department's statewide efficiency work with special emphasis on data analysis used to determine if the implementation of a statewide efficiency would be feasible, economical and effective.

Oversees day-to-day operations and manages the statewide student transportation program.

Responsible for data management, legislative analysis, contract management and strategic management of statewide efficiency programs.
Performs Federal and State reporting of financial statistics, which involves analyzing, preparing, and submitting multiple data sets to Federal, State, and local agencies, as it relates to statewide efficiencies.

Leads meetings and builds consensus for statewide programs by communicating fiscal information clearly and effectively to a wide variety of audiences, such as peers, the general public, superintendents and other school personnel, and legislators.

Seeks opportunities to write state, federal and privately funded grants.

Performs related work as assigned.

      Skilled in designing, developing, implementing, and supporting statewide programs.

      Skilled in conducting, reading, and summarizing complex studies, analyzing and evaluating data, and preparing reports.

      Skilled in coordinating and facilitating collaboration on a wide range of topics and issues with diverse groups of people, including staff, educators, legislators, and stakeholder groups

      Skilled in communication and interpersonal exchanges as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.

      Knowledge of government relations and intergovernmental relations on the federal, state and local levels, including methods for developing government collaborations with private and not-for-profit sectors.

      Skilled in managing and supervising staff.

      Skilled in solving complex problems.

      EDUCATION: Master's Degree in Business, Accounting, Finance, or a related field. CPA Preferred.

      EXPERIENCE: Minimum of ten years experience working in School District(s) Central Office and/or Business Office and five years of responsible financial data research and analysis

      and/or any combination of knowledge, skills, education and experience that is substantially equivalent to the above.

      Must have own transportation and be available evenings and occasionally on weekends.
