Job Description:
The Director of Government Affairs directs and oversees
coordination of the Care New England (CNE) health system's
relationship with all levels of government including elected and
appointed officials.Represents CNE and its member organizations on
matters of public policy and government relations. Sets the
strategic government relations objectives of the organization,
working with the VP of Marketing and Public Relations, the CEO, and
other members of the senior leadership team.Responsible for seeking
opportunities to improve the system's external impact through
proactive engagement. -The team member will build a public presence
that reflects and enables the internal culture we are building
across the system that values and prioritizes patient safety and
experience, diversity and inclusion and academic excellence.

health care system.--- Responsible for the effective promotion of
and successful outcomes for CNE's interests with elected and
appointed officials, agencies, bureaus and departments.--- Seek
opportunities for CNE leaders, including the person in this role,
to participate in speaking opportunities and/or discussions to help
shape public policy.--- Responsible for direction, planning and
coordination of the system's relationship with all levels of
government, and local partners at our member organizations focused
on related activities.--- Presents implication of pending and
proposed legislation and regulatory changes and identifies
opportunities or potential problems. The person in this role may be
asked to provide regular verbal or written reports to senior
leaders.--- Establishes and administers a government relations
strategy for dealing with public policy issues, as well as specific
hospital and community issues for our member organizations as
needed. Confers with legal counsel to ensure legality and
appropriate actions.--- Participate in CEO and senior management
meetings with elected and senior appointed officials and advise on
all issues to help CNE with strategic decision-making with public
partners.--- Instrumental in developing consistent public relations
messaging in public policy space to ensure alignment of narrative
among departments and the health system.--- Participate in
organizational strategy and implementation delivery for public
payer programs and financing that impact hospitals and clinicians
within CNE.--- Develops and maintains effective relationships with
key elected and appointed local, state and federal government
officials and serves as the point of contact.--- Partner with the
CEO, Chief Diversity Officer and the VP of Marketing and PR to
develop system strategy to address social determinants of health,
health equity and related research initiatives, looking for
opportunities to play a leadership role in the broader healthcare
ecosystem.--- Serves as liaison with lobbyists and representatives
of advocacy groups, and actively participates in regular
information-sharing meetings. Some of these groups include the
American Hospital Association (AHA), America's Essential Hospitals
(AEH), Hospital Association of RI (HARI), the Rhode Island
Foundations (RIF), OHIC/Insurance/Payor Organizations, Urban
Innovation Project of Providence (UIP), and local advocacy groups
of which there are many.--- Understands and keep a pulse on the
personal and historical relationships of the players within the
political landscape and how they might be teamed together for
future opportunities for collaboration to improve healthcare in the
region. Is able to inform CNE leadership on the best ways to
present information in order to achieve optimum outcomes, and when
actions and events are needed to be initiated by CNE, and who the
most appropriate person in the organization might be for each
situation.--- Has or can obtain a deep understanding of the
deep-seated union/labor situation in the state and what has and has
not been successful in the past, and what could be the best options
going forward.--- Has or can obtain a deep understanding of the
insurance industry/OHIC/Payors here in the region as it relates to
policy and advocacy and can work with legal to advise on where CNE
should have a voice and where CNE should just support in the
background.Requirements:- Bachelor Degree required- At least three
years of experience in a healthcare setting or working on policy
and health-related topics- At least five years of experience in a
governmental affairs role
-Demonstrated knowledge of the -inter-workings of Rhode Island
state government, key city governments, and federal government,
including key issues facing healthcare providers. - Ability to
educate others on the perspective of governmental and community
stakeholders, and the importance those positive relationships have
on our ability to strengthen our market position.- Ability to
question the organization around current approach and value placed
on external partners and its capacity to build new
