The incumbent for this position will serve as a district Litigation Support (LS) Specialist responsible for providing technical and analytical assistance involving Litigation Support and two or more other Information Technology (IT) specialty areas which support the information management needs of the United States Attorney's office (USAO), District of Rhode Island. The USAO IT environment includes personal computers, routers, switches, bridges, a wide area network and local area network, operating systems, case management systems and litigation support operations. Typical work assignments will include: Performing litigation support tasks associated with day-to-day operation of the USAO's LS systems. These duties include a variety of information technology support to meet USAO's information needs utilizing network hardware and software capabilities, including specialty LS software. Coordinating litigation support services (including trial preparation and presentation) in response to customer needs. Performing testing, quality assurance, configuration, installation, implementation, maintenance of LS resources used for the transmission of information in data, voice and/or video format. Ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. Developing, testing, and implementing internet, intranet, and extranet LS and IT activities, including technical management of websites. Providing customer support services including installation, configuration, troubleshooting, customer assistance, and training in response to user requirements. Qualifications GS-07: To be eligible at the GS-07 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as: experience that has equipped you with the competencies needed to successfully perform the duties of the position. Qualifying experience must demonstrate possession of each of the following competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Examples of specialized experience include performing the following types of duties: assisting the IT Manager in performing a variety of tasks associated with the day-to-day operations and administration of IT systems; applying basic IT principles and practices to provide software/hardware maintenance support; providing user assistance on basic computer applications; and assisting with network monitoring and management. Education: One full year of graduate level education in a degree program such as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combining Education and Experience: Combinations of successfully completed graduate education and experience. To compute this, first determine your qualifying experience as a percentage of the experience required. Second, determine your graduate education as a percentage of the education required under letter B above. Then add the two percentages together. The total must equal at least 100% to qualify. Superior Academic Achievement: a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society. GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as: experience that has equipped you with the competencies needed to successfully perform the duties of the position. Qualifying experience must demonstrate possession of each of the following competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Specialized experience includes providing Information Technology concepts, methods, standards and practices as they relate to automated Litigation Support functions, i.e., trial preparation and presentation; and uploading/exporting and maintaining data in litigation support software. Education: a Master's or equivalent graduate degree (such as an LL.B.) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR 2 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
