Job Description Reports To:Superintendent of Schools


1.Maintain a high level of confidentiality that must include personnel and medical records, legal proceedings, bid proposals, negotiating positions, collective bargaining strategies and plans.

2.Direct, administer and supervise all HR functions of the School Department.

3.Develop recruitment procedures for vacant positions, job postings, and formation and follow-through of all Search Committee processes up to hire of selected candidates

4.Advise Superintendent of Schools regarding compliance with federal and state law, Town By-Laws, School Committee Policies and collective bargaining agreements.

5.Mediate employee disputes under the direction of the Superintendent, and conduct all investigations and report to the Superintendent for resolution

6.Coordinate and write communications to all employees with disciplinary actions in progress, including Open Meeting Act Notices, Pre-Deprivation Hearings, Last Chance Agreement and disciplinary actions

7.Represent the School Department on grievance hearings, mediation, fact­ finding, arbitration, unemployment, Worker's Compensation hearings, and casualty and general liability insurance hearings.

8.Supervise benefits administration.

9.Participate on union negotiation committees.

10.Ensure performance evaluations are completed for all employees.

11.Develop, update and maintain employee handbooks.

12.Develop or update all job descriptions.

13.Serve as contact person for workplace bullying, harassment or other disruptive situations.

14.Assess employee morale for the School Department and offer suggestions for improvement to Superintendent of Schools.

15.Oversee annual Teacher new hire orientation.

16.Develop a procedure for and conduct exit interviews with employees who leave the School Department.

17.Assure that all background checks, certifications, and degrees are reviewed for all new hires.

18.Develop healthy workplace initiatives.

19.Facilitate Risk Management Committee.

20.Serve as the School Department’s administrative and investigative officer for ADA, Equal Employment Opportunity and Affirmative Action.

21.Serve as Chair of Employee 504 processes and coordinate all reviews and determinations.

22.Develop reports as requested by the School Committee, Superintendent, or Department Heads.

23.Collaborate with supervisors in all Town Departments and Schools.

24.Maintain and dispose of employee records in compliance with RI Regulations.

25.Attend Annual State Open Meetings Summit.

26.Coordinate School Department employee appreciation activities.

27.Perform any activity as directed by the Superintendent and School Committee.

Job Requirements Qualifications:

1.Minimum Bachelor's degree in Human Resources, Business Administration, or related field; Masters' Degree Preferred.

2.Minimum of 5 Years HR Experience.

3.Knowledge of federal, state and local laws and regulations related to HR functions.

4.Experience facilitating union negotiations and collective bargaining agreements.

5.Excellent verbal and written communication skills and ability to work with Legal Counsel to formulate complex strategies and reports

6.Proficient technology and social media skills.

7.Excellent organizational skills.

8.Strong time management skills.

9.Experience in a supervisory role.

10.Experience managing high number of personnel.

11.Completion of a successful interview.

Physical Requirements:

Frequently required to sit, move between School Department Buildings and be able to lift, push or pull items weighing up to 40 pounds.

At least 5 years of relevant experience preferred

Citizenship, residency or work visa required
