The Systems Engineering Center (SEC) Department is involved in all aspects of Systems Engineering across the lifecycle of Protected Communication Systems (PCS) () programs within the Communications & Airspace Management Systems (CAMS) Mission Area. The SEC Department supports a variety of communications systems including protected satellite communications (i.e. AEHF, EHF, X-Band, Ka-Band, Ku-Band, C-Band), line of sight, and networking for ground based, ship, submarine, and airborne platforms. We are seeking a recognized technical leader committed to creating innovative and cost-effective solutions for our customer within this mission area. JOB SUMMARY Raytheon Intelligence and Space (RIS) is seeking a talented engineer to join the SEC Department as a Product Owner for a System of Systems (SoS) Release Management Scrum Team in support of a multi-year Integrator Program with the United States Air Force (USAF). The Product Owner (PO) is an engineering leadership position responsible for supporting the Release Management capabilities that involve Release Management (RM) Planning and Governance, Engineering Review Boards, Engineering Change Proposals (ECP), and Scrum Team Leadership in an agile scrum environment. The position will be based in Marlborough MA. Some travel to support technical interchange meetings may be required (up to 20%). ROLE AND RESPONSIBILITIES * Build and maintain strong customer relationship to ensure their needs are understood and implemented * Experienced and effective technical presenter and meeting facilitator * Experienced and effective technical decision maker to support mission capabilities within cost and schedule constraints * Be the voice of the customer to ensure Scrum Team meets and exceed customer expectations * Establish and manage a SoS release management vision, strategy and goals * Interface with USAF customer at Hanscom AFB, Mitre (Bedford MA), and Raytheon Technologies (Marlborough MA) for classified technical interchange meetings and reviews * Lead weekly face-to-face classified technical ERBs with Government, Raytheon Technologies (RTX), Programs of Record (PoR) and Subcontractors and ensure they represent Government and RTX priorities * Prioritize and recommend ECPs involving Raytheon Technologies (RTX), subcontractors, and Programs of Record in support of Government and Mission Systems Integrator (MSI) program objectives * Manage ECPs and proposals to ensure they are produced efficiently and integrated effectively and efficiently into program for execution * Ensure Release Plans and Release Notes are maintained and effectively utilized to ensure alignment and communicate System baselines * Maintain and Improve Release Management and Program Planning methods and tools within an integrated Digital Engineering Environment (IDEE) * Lead by positive example in a dynamic environment * Champion Agile Scrum principles, methods, and tools * Ensure Working Groups (WGs) are operating efficiently and effectively with the Government to support Release Management * Proactively engage with other Scrum Teams, subcontractors, PoRs, and engineering functions to ensure adequate resource assignment in support of Release Management * Work as a member of the programs leadership team to ensure solid financial and delivery performance * Support Risk and Opportunity management Required Skills * Minimum 10 years of experience in Systems, Software or Hardware engineering; 8yrs with Masters degree; 6yrs with PhD * Communications and networking systems experience * Working knowledge of Earned Value Management System (EVMS), IMS, & IMP tools or equivalent for managing programs * Demonstrated ability to interact and lead multidisciplinary teams of engineering professionals including customer stakeholders, electrical, mechanical, software and logistics engineers, subcontractors, and suppliers such as an ERB * SoS, System, and/or Software Release Management methods and tools * Solid understanding of System of Systems Governance and Release Management * Experience leading an integrated product team (IPT) or cross-functional teams in program execution * Experience in proposal development, ECPs and Basis of Estimate development * Risk and opportunity management, scope management * DoD Secret Security Clearance required day one of employment; with ability to obtain Top Secret Desired Skills * 3+ years Technical Leadership experience on Mission Systems Integrator (MSI) program and/or System of Systems (program) * 3+ years of Agile Scrum experience including Product Owner and Scrum Master * Experience with Integrated Digital Engineering Environments including Model Based Systems Engineering and Model Based Sustainment such as IBM Engineering Lifecycle Management (ELM) software applications (e.g. DOORS Next Gen, Rational Team Concert) or IBM Maximo * Knowledge of Raytheon Intelligence and Space (RIS) ICS Engineering products, technologies, and processes * Experience working with USAF and/or US SPACECOM customer * Experience with Nuclear Command, Control and Communications (NC3) systems * Team building, team facilitation, and team motivational skills * Self-motivated and capable of performing tasks with minimal oversight * Strong communication, time management, and interpersonal skills Required Education * Bachelor of Science degree in Science, Technology, Engineering or Mathematics (STEM) from an accredited educational institution (i.e. Engineering, Physics, Mathematics, etc.) Desired Education * Master of Science degree in Science, Technology, Engineering or Mathematics (STEM) from an accredited educational institution (i.e. Engineering, Physics, Mathematics, etc.) * Master in Business Administration (MBA) Business Profile Raytheon Intelligence & Space delivers the disruptive technologies our customers need to succeed in any domain, against any challenge.
